With more than 30 years of experience as a teacher, supervisor, alternative school director, principal and district administrator in East Harlem's Community School District 4, John is a nationally recognized urban educator. He specializes in design, implementation and administration of school choice systems and understands schools of choice at all levels. As a school principal, he reorganized a failing junior high school into a complex of alternative schools, including schools for the performing arts, gifted and talented students, special education and students with learning disabilities. As Director of District 4’s Alternative Schools from 1989-1995, John administered and supervised 30 schools of choice and a choice system that involved 4,500 of the district's 14,000 students.
As CEI-PEA’s Senior Fellow in charge of field operations, John is the main point of contact with CEI-PEA for school personnel. He is responsive to the needs of the schools, helping to identify and marshal the right resources and technical assistance to meet their needs. He oversees the PSO Networks and CEI-PEA Network of 220 public schools.
