PICCS: Partnership for Innovation in Compensation for Charter Schools is a five-year project that is helping New York City charter schools recruit, retain, develop and reward top quality teachers and school leaders. Funded through a $10.5 million Teacher Incentive Fund grant from the United States Department of Education, PICCS is designed to serve as a model for using performance-based compensation systems to drive increases in student performance. PICCS is a project of the Center for Educational Innovation – Public Education Association (CEI-PEA), a New York-based nonprofit organization, which is partnering with ten public charter schools:
PICCS takes a comprehensive approach to performance-based compensation by integrating the latest in educational technology with best practices in peer review and technical assistance to generate a community of educators striving for excellence. The four main elements of the PICCS framework are to:
The PICCS compensation system is based upon rewards for generating student growth. At each school, educators will create Individualized Achievement Plans (IAPs) for every student. These IAPs will use data to identify the expected standard gain for each student and a “value added” target for the student—the additional gain above and beyond the standard achievement that the teacher will strive to help the student meet.
At the heart of the PICCS framework is a Data Management System that will support principals and teachers in using student achievement data effectively to establish appropriate achievement targets, improve and individualize instruction and meet their performance objectives. The Data Management System will be easy to use, and it will provide principals and teachers with data and support in a manner that is efficient and easy-to-understand.
